Emit on every fire regardless of earlier runs. The default.

Skip a fire while a previous run of this schedule is Scheduled, Enqueued, Running or awaiting a retry. Implemented with the store's uniqueKey rule under the reserved key klokka:schedule:<id>, so no more than one non-terminal run of the schedule exists at a time. With MisfirePolicy.CatchUp this caps the backfill to one outstanding run: catch-up runs beyond the first collapse into it.
