Package-level declarations

Configuration receiver for install(Klokka) { ... }. A fresh instance is created per installation. Every property mirrors a KlokkaSettings field and carries the same default; queue declarations and handler bindings (handle) are collected here and applied when the plugin builds the KlokkaRuntime.

Ktor glue for the framework-free KlokkaRuntime: builds a KlokkaSettings and KlokkaRuntime from the KlokkaConfig DSL, starts the runtime's worker machinery once the application has finished starting, and drains it as the application begins shutting down.
